The ECCC is seeking qualified Cambodian nationals to fill the following vacant positions:

Interpreters/Translators (Khmer-English, English-Khmer)
:
Grade: P-3 [Re-advertise]
Under direct supervision of Chief of Court Management Section, the incumbent will perform the following major duties:

  • Assist the CMS in providing official or unofficial interpretation servicesduring the actual court proceedings;
  • Provide simultaneous or consecutive interpretation services for meetings, investigation interviews, court hearing, workshops, trainings and other events as required by CMS and the ECCC;
  • Assist and interpret for Judicial Officers of the ECCC according to the code of conduct and professional responsibility for Interpreters in the Court Management Section of the ECCC;
  • To provide translation services, she/he, has to be of capacity to translate with accuracy complicated and complex judicial and other relevant documents;
  • Keep track of all translated documents and maintain files of the translated materials;
  • Perform other associated duties as assigned.

Qualifications:

  • Degree in field of Foreign Languages especially in English or equivalent is required;
  • Several years of professional experience in interpretation/translation; preferably in national court system or in legal field;
  • Skills in typing Khmer Unicode is desirable;
  • Good knowledge of in word processing and use of the Internet is desirable;
  • Good communications and interpersonal skills.
  • Willing to work under pressure with extended working hours and in a team.
  • Willing to travel to other provinces or remote areas.

Recrutement Interprètes/Traducteures:(Khmer-Français, Français-Khmer): Grade : P-3
Sous la supervision directe du Service d’Interprétation du Tribunal : le titulaire effectuera les fonctions principales suivantes:
  • Assister la Section de Gestion du Tribunal en fournissant les services d’interprétation officielle ou non officielle lors des procès au Tribunal;
  • Fournir une interprétation simultanée ou consécutive lors des réunions, interrogatoires, audiences, conférences, séminaires, formations et autres événements selon la demande et les besoins par la SGT et les CETC;
  • Assister et interpréter pour des officiers judiciaires des CETC conformément au code de bonne conduite et de responsabilité professionnelle pour des Interprètes dans la Section de Gestion du Tribunal des CETC;
  • Afin de fournir les services de traduction ; il/elle doit avoir la capacité de traduire avec une très grade précision des documents juridiques complexes liés à la procédure judicaire et d’autres documents demandés par les CETC;
  • Garder des traces de tous les documents traduits et conserver des copies des textes traduits;
  • Effectuer d’autres tâches relatives à la profession qui pourraient lui être confiées;

Diplôme :

  • Une licence en langue française ou l’équivalent est exigé;
  • Avoir plusieurs années d’expérience en interprétation ou traduction, de préférence dans le système judiciaire national ou dans le domaine juridique;
  • Une grande maîtrise du Khmer Unicode est souhaitable;
  • Une bonne connaissance de Word et de l’Internet est souhaitable;
  • Bonne communication et compétences interpersonnelles;
  • Disposé(e) à travailler sous pression avec des heures de travail prolongées et en équipe.
  • Prêt(e) à se rendre en provinces ou dans des régions éloignées.

Administrative Assistant: 1 Position, Grade: GS4
Under direct supervision of the national Co-Investigating Judge, the incumbent will perform the following major duties:

  • Provide administrative and secretarial support to National Co-Investigating Judge;
  • Process, monitor, review and follow-up actions related to the administration of the Office of the Co-Investigating Judges;
  • Maintain files of rules, regulations, administrative instructions and other related documentation,
  • Maintain up-to-date work office files (both paper and electronic),
  • Coordinate extensively and liaise frequently with the Office staff, the Office of Administration and the Court Management Section,
  • Provide advice and guidance to staff with respect to administrative procedures, processes and practices,
  • Perform other related administrative duties, as required

Qualifications:

  • Completion of tertiary education, diploma in administration management or equivalent with related field is required;
  • Two years experience in the field of administrative works or related field is required; familiar in administrative works in the court system is desirable;
  • Good knowledge in operation of administrative procedures;
  • Good communication and interpersonal skills;
  • In additional to speaking Khmer, sound comprehension in English;
  • Good knowledge in word processing, spreadsheet, and power point is asset, preferably with knowledge of typing Unicode.

Deputy Head of Defence Support Section: 1 Position; Grade: P-4
Under the direct supervision of the Head of the Defence Support Section, the incumbent will assist the Head of the DSS with the following tasks:

  • Providing administrative support for lawyers assigned to defend accused before the Court;
  • Assisting in the administration of the list of lawyers approved to appear before the Court;
  • Retrieving basic legal documents and undertaking legal research in the field of Cambodian law and procedure, international criminal law, human rights law and comparative criminal law;
  • Drafting of administrative letters;
  • Filing of documents and development of case management systems.
  • Preparing and/or delivering training on Cambodian law and procedure, international criminal Law and defending complex criminal cases;
  • Co-ordinating with relevant authorities and civil society;
  • Translating legal and administrative documents;
  • Other related tasks as requested by the Head of the DSS.
Qualifications:
  • University degree in law. Admitted to the Bar Association of the Kingdom of Cambodia. Advanced degree with emphasis on international human rights or international criminal law a distinct advantage;
  • Work experience. At least 5 years progressive experience in criminal law, including human rights law;
  • Strong reputation for independence, integrity and the highest ethical standards, sufficient to maintain the confidence of independent defence lawyers;
  • Languages. Fluency in Khmer. Strong abilities in spoken and written English. Knowledge of French a distinct advantage;
  • Other skills. Strong legal research skills. Strong computer skills including word processing (preferably using Unicode) and presentation.


Support Staff: 1 Position, Grade: GS4
Under supervision of the national Pre-Trial Judges, the incumbent will perform the following major duties:

  • Receiving and registering all complaint documents to the ECCC and update into the complaints book.
  • Assisting Judges of the Pre-Trial Chamber, the Senior Legal Officer and Greffiers in researching information in the Internet or documents from other sources and receiving documents.
  • Requesting and collecting stationery from logistics office.
  • Typing several categories of judicial documents
  • Other clerical work such as photocopying, delivering document, liaison with the ECCC offices in general matters.
  • Provide advice and guidance to staff with respect to administrative procedures, processes and practices.
  • Preparing monthly and yearly reports and other statements.
  • Perform other related administrative duties, as required.

Qualifications:

  • Degree in field of law, administration or equivalent qualification is required; preferably in field of judges’ clerk;
  • Two years experience in the field of administration or related fields is required;
  • Good knowledge in English communication and writing;
  • Good knowledge in computer skills (Word processing, spreadsheet, presentation, preferably using Unicode);
  • In additional, good knowledge with criminal law and procedure of judicial work;
  • Good communication and interpersonal skills and an ability to work under pressure and tight deadlines.

Personal Assistant to the Director of the Office of Administration: 1 Position, Grade: GS6
Under supervision of the DOA, the incumbent will perform the following major duties:

  • Assist in the Office of the Director in the management of administration;
  • Develop, administer and prepare policy and assist in evaluating programs or projects;
  • Responsible for interacting and developing partnerships with other sections in order to attain the Office of Administration’s goals and objectives;
  • Assist with overall work programs including compiling monthly, quarterly and yearly reports provided by all sections of the Office of Administration;
  • Attend all staff meetings and other work-related functions as required/assigned by Director and take minutes;
  • Disseminate guidance and consistency in policy and procedure decisions made by the Office of Administration to other sections;
  • Serve as a liaison to community organizations and other external partners;
  • Perform other related duties, as required.

Qualifications:

  • Degree in the field of administrative management or equivalent in related field;
  • 2 years experience in the field of administrative work or equivalent in related field;
  • Outstanding organization and communication skills, a positive and open manner and a willingness to work as part of a team;
  • Good knowledge and commitment to the ECCC regulations and procedures in the term of the Office of Administration;
  • Good English comprehension, communication and interpersonal skills,
  • Good computer skills (word processing, spreadsheet and presentation preferably using Unicode).
