The ECCC is seeking qualified Cambodians National to fill the following vacant positions:

Legal Officer: 1 Position, Grade: P-3
Under direct supervision of the President of the Trial Chambers, the incumbent will perform the following major duties:

  • Full compliance of administrative activities with ECCC rules, regulations, policies and practices;
  • Support the Trial Judges in the day-to-day work in terms of administrative and procedural functions.
  • Act as legal advisor for the Trial Judges
  • Collaboration with legal assistants, investigators, researchers and analysts in all judicial acts, including examination, search, research, autopsy and court hearings.
  • Summaries of judicial events.
  • Review overall written records and transcription.
  • Maintenance and preservation of items of evidence and relevant rulings and case files.
  • Court proceedings carried out in accordance with the set rules and procedures.
  • Accompaniment of Trial Judges in court proceedings; transcription and authentication of confidential statements and decisions made in court hearings.
  • Perform other associated duties as assigned.
Qualifications:
  • University degree in Law required. Additional post-graduate courses in the relevant field recognized by the Royal Academy for Judicial Profession desirable.
  • 5 years of relevant experience, especially in civil court system, using international legal procedures and applying legal expertise in analyzing and resolving a diverse range of legal issues and problems.
  • Fluency in Khmer and English both written and oral. Proficiency in French an asset.
  • Good knowledge of software applications (MS Word, Excel and PowerPoint) is required.
  • Good communications and interpersonal skills.
  • Willing to work under pressure with extended working hours and in a team.

 

Greffiers: 3 Positions, Grade: P-2
Under direct supervision of the President of the Trial Chambers, the incumbent will perform the following major duties:

  • Full compliance of administrative activities with ECCC rules, regulations, policies and practices;
  • Support to the national Trial Judge in the day-to-day work in terms of administrative and procedural functions;
  • Act as assistant for the National Trial Judges;
  • Collaboration with legal assistants, investigators, researchers and analysts in all judicial acts, including examination, search, research, autopsy and court hearings;
  • Write records in all stages of proceedings and service documents to all parties concerned in accordance with the rules, regulations and laws;
  • Recording and maintenance of registry;
  • Maintenance and preservation of items of evidence and relevant rulings and case files;
  • Court proceedings carried out in accordance with the set rules and procedures;
  • Accompaniment of National Trial Judges in court proceedings; transcription and authentication of confidential statements and decisions made in court hearings.

Qualifications:

  • University degree in Law required. Additional post-graduate courses in the relevant field and/or certificate as professional Greffier recognized by the Royal Academy for Judicial Profession desirable;
  • 2-3 years of relevant experience, especially in civil court system, using international legal procedures and applying legal expertise in analyzing and resolving a diverse range of legal issues and problems;
  • Fluency in Khmer and good in English both written and oral. Proficiency in French an asset;
  • Good knowledge of software applications (MS Word, Excel and PowerPoint) is required;
  • Good communications and interpersonal skills;
  • Willing to work under pressure with extended working hours and in a team.

 

Support Staff: 2 Positions, Grade: GS4
Under direct supervision of the President of the Trial Chambers, the incumbent will perform the following major duties:

  • Receiving and registering all complaint documents to the ECCC and update into the complaint’s books;
  • Assisting Judges of Trial Chambers, Senior Legal Officer and Greffiers in researching information in internet or documents from other sources and receiving documents;
  • Requesting and collecting stationary from logistic office;
  • Typing several categories of documents related to prosecution works;
  • Other clerical work such as photocopying, delivering documents, liaison with the ECCC offices in general matters;
  • Preparing monthly and yearly reports and other statements;
  • Perform other related administrative duties, as required.

Qualifications:

  • Completion of Secondary or High School Diploma is required;
  • 2-3 years of relevant experience, especially in administration or related field is required;
  • Fluency in Khmer and proficiency in English written and oral;
  • Good knowledge of software applications (MS Word, Excel and PowerPoint) is required;
  • Good communications and interpersonal skills.


Senior Personnel Assistant: 1 Position, Grade: P-2
Under guidance of Chief of Personnel Section and direct supervision of Personnel Officer, the incumbent will perform the following major duties:

  • Developing job descriptions/term of references and job announcements for all vacant positions of ECCC staff to be recruited;
  • Develop recruitment and compensation plans and other functions in Personnel Section;
  • Organize recruitment processes in developing the recruitment programs and practices of the ECCC; in additional, develop several documents for recruitment process such as operational recruitment forms, memorandums, recruitment minute and other relevant documents;
  • Assist in screenings, short-listings, testing programs and interviews for all recruitment process of the ECCC;
  • Maintain and control personnel information system and personal official files;
  • Supervise and perform data entry and process for ensuring all personnel information are updated and record properly in the secured systems and timely research and report to appropriate offices/individual;
  • Collaborate and prepare personnel reports, personnel database reports or personnel presentation, such as staffing table, training, evaluation, contract and other required information;
  • Perform other duties as required.

Qualifications:

  • Degree/College in the field of Administrative Management/Business Administration or related filed is required. Certification in human resource is highly desirable.
  • 2-3 years experience in the field of Human Resource. Preferably prior experience with UN/international system and practices in personnel practices for employment development, recruitment process, evaluation or contracting issuance.
  • In additional to speaking Khmer, excellent in written and oral English is required;
  • Good computer skills (MS Word, Excel, PowerPoint). Good experience with appropriate HR Management software is highly desirable;
  • Good communication and interpersonal skills.


Editorial Assistant (Khmer):
1 Position, Grade: GS6
Under overall guidance of the Chief of Court Management Section and direct supervision of the Transcription Unit Supervisor, the incumbent will perform the following duties:
  • Proofread and edit Khmer transcripts of witness interviews, trial proceedings or deliberations by the bench in Khmer language ensuring that the content, layout and format are correct;
  • Incorporate changes in final version so that transcripts reflect an accurate reproduction of the audio record;
  • Identify training needs of transcribers by monitoring output and quality standards and timely completion of work;
  • Provide training in identified skill shortfalls, such as accurate use of language, correct spelling, and format and layout;
  • Perform administrative and other office duties related to court files as well as general administrative work in the Court Management Section as required;
  • Participate in team activities, such as planning and regular team meetings as convened by the supervisor;
  • Undertake transcription of audio recordings as and when required, and any other duties assigned by the supervisor.
Qualifications:
  • Completion of secondary education and typing speed of 25 to 30 words per minute Khmer Unicode. A post secondary degree in teaching, journalism, language or Khmer history a definite advantage;
  • The official languages of the ECCC are Khmer, English and French. For this position an excellent command of Khmer is required, and oral communication in English is essential;


Khmer Transcribers:
2 Positions, Grade: GS5
Under overall guidance of the Chief of Court Management Section and direct supervision of the Transcription Unit Supervisor, the incumbent will perform the following duties:
  • Transcribe an exact record of the audio record of witness interviews, trial proceedings or deliberations by the bench in Khmer language;
  • Review and proofread transcripts and records to ensure the accurate use of language, verifying spelling and citations;
  • Perform administrative and other office duties related to court files as well as general administrative work in the Court Management Section as required;
  • Participate in team activities, such as planning and regular team meetings as convened by the supervisor.
  • Any other duties assigned by the supervisor.

Qualifications:

  • Completion of secondary education. Additional technical training for typing speed and accuracy at 30 words per minute in Khmer Unicode, and excellent computer skills, especially in Microsoft applications. Post secondary education in secretarial studies, journalism, language or Khmer history a definite advantage;
  • The official languages of the ECCC are Khmer, English and French. For this position an excellent command of Khmer is required, and oral communication in English is necessary;
  • Applicants must have excellent grammar and editing skills and knowledge of Khmer history in the period 1975-79, and the ability to work under pressure while maintaining a high level of speed and accuracy in order to produce accurate transcripts of court hearings and witness statements.


Senior Judicial Officer: 1 Position, Grade: P-5
Under direct supervision of the national Co-Investigating Judge, the incumbent will perform the following major duties:
  • Assist the Judges in managing the different sections of the Office, coordinating their work effectively and in the best interest of the investigation. In this respect, organize daily briefings for the Co-Investigating Judges on any issues arising from the sections in the office;
  • Ensuring that all administrative needs of the Office are adequately met to ensure the smooth functioning of the investigation. In this respect, forge good relations with the Office of Administration and its various sections;
  • Liaising with the Office of Administration, in particular the Court Management Section, the Defence Support Section and the Office of the Co-Prosecutors over case related issues, as well as over administrative and procedural issues related to the effective functioning of the Court;
  • Acting with the international senior judicial coordinator as a focal point for the Co-Investigating Judges for any relations with third parties, such a universities, NGOs or other interested groups;
  • Prepare all press releases for the Co-Investigating Judges and liaise with the Public Affairs Section for their effective dissemination.

Qualifications:

  • University degree in the field of law or equivalent in related field is required;
  • 5 years experiences/training in criminal law and procedure or investigation training or criminal investigations preferably in civil court system, with a special focus on complex, large-scale cases;
  • Fluency in Khmer and English and/or French both written and oral;
  • Good computer skills, especially in Word Processing and Presentation etc;
  • Excellent ability to communicate effectively amongst investigators, judicial polices, NGOs, journalists or other relevant networks;
  • Knowledge of investigation techniques and procedures.

 

Interpreter/Translator (E-K & F-K): 1 Position, Grade: P-3
Under the direct supervision of the national Co-Investigating Judge, the incumbent will perform the following major duties:

  • Provide official or unofficial interpretation or/and translation services (English-Khmer or French-Khmer and vice-versa) during investigative interview, trials, training, workshops etc;
  • Perform simultaneous or consecutive interpretation during formal investigative interview, trial sessions and workshops, training and other events as required;
  • Provide information and input for the judicial officers on cultural questions and differences observed during consecutive or simultaneous interpretation between English or French and Khmer;
  • Translate incoming and outgoing correspondence, legal and investigative documents as required;
  • Read through original material and rewrite it in the target language, ensuring that the meaning of the source text is retained;
  • Provide interpretation for complex or high profile cases as directed, which may include travel to other provinces or judicial districts;
  • Perform other relevant duties as assigned by national Co-Investigating Judge.

Qualifications:

  • Proficiency in interpretation and/or translation is required; University degree in linguistics or law is desirable;
  • At least 3 year experience, performing in the field of judicial or legal Interpreter/Translator or member of interpreting/Translation pool (English or/and French to Khmer and vice-versa);
  • High proficiency in both written and spoken Khmer and English or/and French is desirable;
  • Good knowledge of computer applications such as Word Processing and use of the Internet is desirable; in addition ability to type Unicode is preferred.
  • Good communications and interpersonal skills.


Library Assistant: 1 Position; Grade: GS4 (Re-advertise)
Under direct supervision of Librarian Supervisor in Court Management Section, the incumbent will perform the following major duties:
  • Providing direction and instruction to all clients needing assistance;
  • Classification and cataloguing of library materials;
  • Controlling circulation of materials (loans and returns);
  • Providing library services such as copy services and literature searches;
  • Maintaining records and statistics on circulation and use of library; materials, daily and weekly records of library users, and resources added to and withdrawn from the collection.;
  • Maintenance and supplementation of library materials as directed
  • Inform clients of new acquisitions;
  • Assisting in the development and maintenance of library facilities representing ECCC Library in internal.

Qualifications:

  • Training in basic library services, including cataloguing and classification;
  • Familiarity with an online catalogue;
  • Three years experience in a functioning library;
  • Fluency in Khmer and English essential;
  • Typing English and Khmer (preferably using Unicode).
