The ECCC is seeking qualified National individuals to fill the following vacant positions: Investigators/Researchers/Analysts: 2 Positions, Grade: P-3 (re-advertise) Under supervision of the National Co-Prosecutor, the incumbent will perform with the following major duties: - Acquire skills to interview victims, witnesses and suspects, and documenting the interviews;
- Closely work with international and national Co-Prosecutor to discuss about the court forms;
- Conduct and supplements investigations for staff attorneys. Provides contacts to gather information for locating persons for all local law enforcement agencies;
- Conduct research and analysis of information, witness statements and documentary evidences collected through investigative activities;
- Identify gaps in collected evidence and information, and identify future requirements for investigation and sources of information and evidence for exploitation;
- Liaise with, consult and seek guidance from legal assistants to the National Co-Prosecutor;
- Assist the National Co- Prosecutors in evaluating information, selecting essential elements and correlating new information with existing information, compiling information, analyzing findings;
- Identify criminal associations and patterns of criminal activity relating to serious violations of international humanitarian law or Cambodian penal law;
- Participate in regular briefings and planning meetings with the Cambodian Co- Prosecutor an legal assistants.
Qualifications: - University Degree in the field of law, criminal justice or equivalent diploma in criminal investigation, or Judiciary qualifications and training in investigations is required;
- 3-4 years experiences, performing in the fields of a police or law enforcement agency or similar investigative body, with demonstrated experience in investigating complex or organized crime and working at a strategic level;
- In additional to speaking Khmer, good communication and writing in English or French is essential;
- Strong comprehension of computer literate in MS Office is asset.
Investigator/Researcher/Analyst: 1 Position, Grade: P-3 (re-advertise) Under supervision of the National Co-Investigating Judge, the incumbent will perform with the following major duties: - Conduct investigation, researching and analysis of information, witness statements and documentary evidences collected through investigative activities;
- Identify gaps in evidence and information collected and identify future requirements for investigation and sources of information and evidence for exploitation;
- Liaise with, consult and seek guidance from legal assistants to the Co-Investigating Judges;
- Coordinate with and assist the Co-Investigating Judge in evaluating information, selecting essential elements and correlating new information with existing information, compiling information, analyzing findings;
- Identify criminal associations and patterns of criminal activity relating to serious violations of international humanitarian law or Cambodian penal law;
- Participate in regular briefings and planning meetings with the Co-Investigating Judges and his legal assistants.
- Ensure the protection of information and evidence gathered and of internal work-product generated.
Qualifications: - University degree in the field of law, criminal justice or equivalent diploma in criminal investigation, or Judiciary qualifications and training in investigations is required;
- 3-4 years experiences, performing in the fields of a police or law enforcement agency or similar investigative body, with demonstrated experience in investigating complex or organized crime and working at a strategic level;
- In additional to speaking Khmer, Fluent of listening, reading, writing and speaking in English or French is essential;
- Strong comprehension of computer literate in MS Office is asset.
Analyst/Data Coder: 1 Position, Grade: P-2 (re-advertise) Under overall guidance of the National Co-Investigating Judge and direct supervision of Analyst Unit Team Leader, the incumbent will perform with the following major duties: - Conducts input & analysis of critical information, documents & other potential exhibits collected through investigative activity;
- Evaluates the available data to establish Linkage between suspected persons and alleged offenses; or their absence;
- Identifies criminal associations and activity relating to offences against the Cambodian Penal Law and International Humanitarian Law; or their absence;
- Identifies political and military structures to determine relationships of command and control, superior responsibility; or their absence; Identifies key potential witnesses and supporting evidence;
- Prepare charts, graphs and other visual aids to assist easy comprehension of complex issues.
Qualifications: - University degree in the field of IT or Diploma equivalent in related fields is required;
- 2-3 years significant experience in the field of information management or database management for civil court system, or civil society organizations or equivalent in related field is required;
- In additional to speaking Khmer, good communication and writing in English or French is essential;
- Good knowledge of technological awareness, fully conversant with computer software i.e. MS Word, Excel, Power point, Adobe, Acrobat and analysis software such as Casemap and Zylap etc are highly preferred;
- Teamwork and god interpersonal skills.
