The ECCC is seeking qualified Cambodian nationals to fill the following vacant positions:

Audio Video Technician: 2 Positions

Under supervision of the Chief of Court Management, the incumbent will perform the following major duties:

  • Responsibility for the establishment, installation and management of Audio/Video (AV) systems and other court room technology;
  • Monitor the operation of AV systems during court proceedings, including simultaneous interpretation, complete recording of all hearings on four channels (original, Khmer, English and French), electronic evidence presentation system, video link technology and witness protection systems;
  • Provide technical advice on the establishment of information management systems to ensure adequate protection of the integrity and confidentiality of case information;
  • Design and maintain specific databases in connection with case tracking, court schedules etc. as required.

Qualifications:

  • Preferably tertiary level education in information management, with at least diploma in electrical engineering, information technology or other related fields;
  • Specific training in installation and maintenance of AV systems is desirable;
  • At least 3 years experience in installation and management of digital AV systems as well as information management;
  • Official and working languages of the ECCC are Khmer, English and French; Fluency in written and spoken English is essential, knowledge of Khmer and/or French would be an asset.


Witness Assistants:
3 Positions

Under supervision of the Chief of Court Management, the incumbent will perform the following major duties:

  • Maintain the well-being of witnesses, particularly vulnerable or threatened witnesses, and ensuring that all witnesses are comfortable and cared for during their stay in Phnom Penh/at the ECCC;
  • Provide witnesses with information about, and assist them with, the facilities of their accommodation and meals.
  • In conjunction with other Witness Assistants, provide 24-hour assistance to witnesses in the care of the ECCC’s Witness and Expert Support Unit (WESU) care. This means that during their shifts, Witness Assistants will be housed in the same accommodation units as the witnesses;
  • Providing witnesses with up-to-date information about court-related issues (court schedules, movements, appointments, etc);
  • Accompanying witnesses to and from Court when necessary
  • Representing the interests of the witnesses within the structure of the ECCC, if at all for the interests of witnesses.
  • Providing crisis intervention support to witnesses with respect to medical, psychological, or security needs;
  • Referring witnesses to a specialist for psychosocial counselling, when necessary;
  • Providing other WESU staff with logistical support related to the arrival, movement, and departure of witnesses;
  • Update the Court on issues and conditions experienced by witnesses during their stay in Phnom Penh/at the ECCC

Qualifications:

  • Bachelor or Diploma equivalent of social work and preferably psychological background is required;
  • At least two year experience, performing as a social worker;
  • Ability to take care of witness accommodation and the well-being of witnesses and to keep all work confidential;
  • Strong coordination and organizational skills; In addition to speaking Khmer, good command of the English language in both writing and speaking; and Basic knowledge of computer skills, Microsoft Word and Excel; Ability to type Khmer
  • Willingness to provide 24-hour assistance to witnesses and to travel to the provinces;


Court Officers:
3 Positions

Under supervision of the Chief of Court Management, the incumbent will perform the following major duties:

  • Supervision of reception, processing, archiving and distribution of documents, cases and all court files (including case-files and evidence submitted in proceedings and archives);
  • Utilization of case coordination systems;
  • Case file management;
  • Preparation of trial records and facilitation of the recording of court proceedings (such as minutes, transcripts, audio and video recordings);
  • Preparation and management of the statistics on the Court operation;
  • Operation of the Court schedule and management of the use of courtrooms;
  • Design and implementation of courtroom technology and trial support systems in conjunction with the Information Technology Section;
  • Coordination of the use of technology to ensure efficient and smooth conduct of trial;
  • Perform un-official translation and interpretation when necessary
  • Perform other duties as assigned by direct supervisor.

Qualifications:

  • Bachelor’s Degree in Law (Certificate in professional Greffier recognized by the Royal Academy for Judicial Profession or Master Degree for a relevant field would be desirable);
  • At least three years of relevant court management experience, especially in the preparation for the trials;
  • Good comprehension of in English for both written and oral communication (ability to communicate in French would be an asset);
  • Need to apply rules and procedures of the ECCC effectively; Ability to work efficiently under time pressure with extended working hours; Remain calm, in control and good humored even under pressure; Display cultural, gender, religion, race, nationality and age sensitivity. Adaptable and willing to share knowledge and experience with others.
  • Strong IT skills (Experience in the usage of computers and office software packages: MS Word, Excel, etc.). Ability to type Khmer


Head of Victim Unit:
1 Position

The incumbent will perform the following major responsibilities and duties:

  • Report to the Director of the Office of Administration, manage budgetary and administrative aspects of the Unit comprising of a small legal/administrative team of international and Cambodian staff;
  • Develop strategic partnerships and build good working relationships with community or religious organizations, local authorities, non-governmental organisations and other bodies dealing with victims;
  • Draft and update policies to facilitate and manage the participation of victims in the proceedings of the ECCC;
  • Coordinate with other sections in the Office of Administration, the Co-Investigating Judges and Co-Prosecutors and particular with Public Affairs Section for development of strategies for public communication and information on victim issues;
  • Under supervision of the Office of Co-Prosecutor, adopt and maintain a harmonized system for receiving and managing complaints;
  • Under supervision of the Office of Co-Investigating Judges, adopt and maintain a harmonized system for receiving and managing civil parties;
  • Develop and implement strategies for disseminating standard application forms and other materials for the participation of victims;
  • Represent the Victim Unit in internal meetings and in Plenary Sessions of the ECCC.

Qualifications:

  • University degree of law or Diploma equivalent related fields;
  • At least 3 significant experience in, or knowledge of Cambodian criminal law or international human rights law, preferably with a focus on victims of crimes and working with civil society organizations;
  • Significant experience in advocacy
  • In addition to speaking Khmer, fluency in English or French is desirable.


Investigators/Researchers/Analysts:
3 Positions

Under supervision of the national Co-Prosecutor, the incumbent will perform the following major duties:

  • Interview victims, witnesses and suspects, and document the interviews;
  • Closely work with the international and national Co-Prosecutors to develop the required court forms and formalities;
  • Conduct and supplement investigations for staff attorneys;
  • Provides contacts to gather information for locating persons for all local law enforcement agencies;
  • Conduct research and analysis of information, witness statements and documentary evidence collected through investigative activities;
  • Identify gaps in evidence and information collected and identify future requirements for investigation and sources of information and evidence for exploitation;
  • Liaise with, consult and seek guidance from legal assistants to the Cambodian Co- Prosecutor;
  • Assist the Co-Prosecutors in evaluating information, selecting essential elements and correlating new information with existing information, compiling information, analyzing findings;
  • Identify criminal associations and patterns of criminal activity relating to serious violations of international humanitarian law or Cambodian criminal law;
  • Participate in regular briefings and planning meetings with the Cambodian Co- Prosecutor and her legal assistants.

Qualifications:

  • University degree in the field of law, criminal justice or equivalent diploma in criminal investigation, or Judiciary qualifications and training in investigations are highly desirable.
  • At least four years experience, performing in the fields of a police or law enforcement agency or similar investigative body, with demonstrated experience in investigating complex or organized crime and working at a strategic level;
  • In addition to speaking Khmer, Fluency in understanding, reading, writing and speaking English or French is essential;
  • Strong computer literacy in MS Word is asset. Good knowledge in IT management is also advantage; Ability to type Khmer.


Analyst/Data Coders:
2 Positions

Under supervision of the national Co-Investigating Judge, the incumbent will perform the following major duties:

  • Input and analyze critical information, documents and other potential exhibits collected through investigative activity;
  • Evaluate the available data to establish linkages between suspected persons and alleged offences or their absence; Identify criminal associations and activity relating to offences against Cambodian Criminal Law and International Humanitarian Law; or their absence; Identify political and military structures to determine relationships of command and control, superior responsibility; or their absence; Identify key potential witnesses and supporting evidence;
  • Prepare charts, graphs and other visual aids to assist easy comprehension of complex issues.

Qualifications:

  • University degree in the field of information management, information technology or a Diploma in related fields;
  • 3 years experience in the field of information management or database management relating to the Cambodian or another civil law court system
  • In addition to speaking Khmer, Fluency in understanding, reading, writing and speaking English or French is essential;
  • Good awareness of information technology and management issues. Fully conversant with computer software such as . MS Word, Excel, PowerPoint, Adobe, Acrobat. Knowledge and use of analysis software such as Case map and Zylab etc are preferred. Ability to type Khmer, preferably using Unicode.


Investigators:
2 Positions

Under supervision of the national Co-Investigating Judge, the incumbent will perform the following major duties:

  • Conduct research and analysis of information, witness statements and documentary evidence collected through investigative activities;
  • Identify gaps in evidence and information collected and identify future requirements for investigation and sources of information and evidence for exploitation;
  • Liaise with, consult and seek guidance from legal assistants to the Co-Investigating Judges;
  • Coordinate with and assist the Co-Investigating Judges in evaluating information, selecting essential elements and correlating new information with existing information, compiling information, analyzing findings;
  • Identify criminal associations and patterns of criminal activity relating to serious violations of international humanitarian law or Cambodian penal law; or their absence;
  • Participate in regular briefings and planning meetings with the Co-Investigating Judges and his legal assistants.
  • Ensure the protection of information and evidence gathered and of internal work-products generated.

Qualifications:

  • University degree in the field of law, criminal justice or equivalent diploma in criminal investigation, or Judiciary qualifications and training in investigations are highly desirable.
  • At least four years experiences, performing in the fields of a police or law enforcement agency or similar investigative body, with demonstrated experience in investigating complex or organised crime and working at a strategic level;
  • In addition to speaking Khmer, fluency in understanding , reading, writing and speaking in English or French is essential;
  • Strong comprehension of computer literacy in MS Word is asset. Ability to type Khmer.
