Biographical Sketches of the Judges in the Pre-Trial Chamber

H.E. Prak Kimsan

   President H.E Prak Kimsan (Cambodia) has twenty years of judicial experience in Cambodia. He began working as Deputy Prosecutor in Kampong Cham from 1987 until 1989. He then became a Prosecutor to the Supreme Court, a position he held until 1994. Following that, he became a judge at the Supreme Court of Cambodia. Since 2005 he has been a Member of the Council of Jurists. Mr. Prak Kimsan received his certificate of Administration and Law at the School for Administration and Law in 1987. Since then he has obtained certificates from the Royal School of Administration including: a Certificate of Senior Officer (Legal Section) and a Certificate of Retraining in Law.

Mr. Rowan Downing

   Mr. Rowan Downing (Australia) holds the degrees of Bachelor of Arts, Bachelor of Laws and Master of Laws and is a senior Australian lawyer. He has been a judge of the Court of Appeal and Supreme Court of Vanuatu, dealing mainly with criminal law. And he has presided over a number of Australian Government tribunals. In addition, Mr. Downing has been involved in the provision of training to the Australian Defence Force in respect of war crimes law and the laws of warfare. He has also appeared as an advocate in human rights cases and provides advice to a number of governments concerning rights of woman and children.

Ms. Katinka Lahuis

   Ms. Katinka Lahuis (Netherlands) is a Justice in the criminal section in the Court of Appeal of Leeuwarden. She has worded in the field of criminal law for a number of years, as a law clerk, a Public Prosecutor, a lawyer and as a judge. As a judge she has served as an investigating judge, presiding judge in the criminal law division, the pre-trial division, and in the extradition division. Ms Lahuis also worked for several years at the Training Center for the judiciary in the Netherlands where she developed training programmes for the Dutch Judiciary. She has also worked as an advisor, training people in other countries about how to improve judicial independence and integrity.

Mr. Hout Vuthy

   Mr. Huot Vuthy (Cambodia) served as the Prosecutor of the Kanda Court, in Kandal province since 2001. In addition to his role in the court, he also conducts legal education for the community and trains local officials on Cambodian Law including criminal law and criminal procedure. In 2001 Mr. Huot was appointed as a member for the council for legal and Judicial Reform by the Royal Government of Cambodia. He received his Master of Arts in Law form the Metchinkov City University in Odessa, Russia in 1994 and since 1996 has been a professor at the Legal Department and Professor of Law at Norton University and worked as a Legal Advisor for a project of the Document Center of Cambodia on Researching the Cambodian Genocide.

H.E. Ney Thol

   H.E. Ney Thol (Cambodia) has been the president of the military court since 1987. He has worked in the military since 1979, as a military office in Takeo province and then at the Ministry of National Defence. He then studied in Vietnam for two years and returned to Phnom Penh to serve as the director of the school for Military officers before taking his position at the Military Court. He has also trained in the US, Australia and Vietnam. He holds a Master degree in political science.



Mr. Pen Pichsaly

   Mr. Pen Pichsaly (Cambodia) is a Reserve Judge in the Pre-Trial Chamber replacing H.E. Ney Thol, who has recued himself in this hearing. He has been a judge since 2001 and an official in the Ministry of Justice, Director of International Affairs Department since April 2005. He holds a Master of international Law, Moscow University (1995) and a Master of Law (political science and public law), Nagoya University, Japan (2002). He speaks English and Russian and some Japanese.

Ms. Florence Mumba

   Ms. Florence Mumba (Zambia) entered the judiciary in Zambia in 1973 and was appointed, as first woman in Zambia, High Court Judge in 1980. She was also the first woman to hold the office of Investigator General. Since 1997, she holds the position of Supreme Court Judge in Zambia. In 1997 she was elected Judge of the ICTY in The Hague and served as Vice-President of the ICTY (1999-2001). From 2003-2005, Ms. Mumba served as Judge of the Appeals Chamber in the ICTY and ICTR. As a distinguished lawyer and women’s rights activist, she has travelled extensively presenting papers and lectures and defended the rule of law in governance matters as ombudsman.
