Remuneration: Starting from US$ 26’539 net per annum depending on relevant background and experience.

Duration: Appointment against this position is limited to the United Nations Assistance to the Khmer Rouge Trials (UNAKRT).  The initial appointment will be for a period of one year; with a possible extension.  Filling of the post and subsequent extension, is subject to approval and availability of funds

Organizational Setting and Reporting Relationships:

Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979. 


While the ECCC is established as a national Court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Chamber's operations
 
Responsibilities: 

Under the general supervision of the Chief of HRMS and the direct supervision of the Human Resources Officer, the Associate Human Resources Officer will be responsible for the following duties: 

General:  

Provides advice and support to managers and staff on human resources related matters. 
Keeps abreast of developments in various areas of human resources

Recruitment and placement:

Coordinates with client offices in identifying upcoming vacancies.
Reviews, prepares, posts and monitors vacancy announcements, reviews applications, and provides a short-list to clients’ offices.
Reviews recommendation, and presents cases, on the selection of candidate by client offices.  
Serves as ex-officio in interviews and Local Review Panels.
Monitors the work of the Human Resources Assistant in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of reports and tables, recruitment actions and processing of contracts.  
Organizes and coordinates the UNAKRT Internship Programme.

Administration of entitlements
Administers, supervises and provides advice on salary and related benefits, travel, and social security entitlements.
Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
Reviews the applications for Internship Programmes; handles correspondence with applicants.


Staff development and career support training 
Identifies and analyzes staff development and career support needs and designs, coordinates and monitors programmes to meet identified needs.
Monitors, reports and ensures compliance regarding mandatory training programmes
Provides induction orientation and briefing to newly recruited staff members.

Other duties
Reviews classification of jobs as required.
Supervises the maintenance of the human resources filing system.
Performs any other duties as required.

Qualifications: 

Education: Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of two years of progressively responsible experience in human resources management, administration or related area.  Experience in the UN system is an asset.

Language:  English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French and/or Khmer is an advantage.
