Appointment of New International Co-Lawyer for Ms. Im Chaem

The Defence Support Section (“DSS”) of the Extraordinary Chambers in the Courts of Cambodia (“ECCC”) has assigned Mr. Wayne Jordash QC of the United Kingdom as the foreign Co-Lawyer to represent Ms. Im Chaem in Case 004/01. Mr. Jordash is a London-based barrister specialising in international crimes and other serious criminal offences. He was called to the Bar of England and Wales in 1995 and has been a Queen’s Counsel since 2014. The Bar Association of the Kingdom of Cambodia has admitted him to practice before the ECCC. Mr.

Forum on the Developments of ECCC’s Proceedings and Reparations in Case 002/02

The Victims Support Section (VSS) of the Extraordinary Chambers in the Courts of Cambodia (ECCC) will organize a forum on the developments of ECCC’s proceedings and reparations in Case 002/02 at Tonle Bassac II in Phnom Penh on Friday, 24 June 2016 at 8:00 a.m. The forum will be presided over by H.E Kranh Tony, Acting Director of the ECCC’s Administration, and Dr. Ludgera Klemp, Counsellor and Head of Cooperation of the Embassy of the Federal Republic of Germany, Phnom Penh.

Radio programme "Women in the Khmer Rouge regime" resumes

The Victims Support Section of the ECCC would like to announce that the radio live show programme ”Women in the Khmer Rouge Regime” has resumed on FM 102 of the Women’s Media Center of Cambodia-WMC (FM 102) since 25 April 2016. The on-air programme is scheduled to run on Monday afternoon of the second week of the month, from 16:10 pm to 17:00 pm; and its two rebroadcasts are done on Saturday of the third and fourth week, from 13:35 pm-14:00 pm. 

Sweden pledges SEK 28 million in support for 2016 to 2019

The Government of Sweden has made a new pledge of SEK 28 million to support the international component of the Extraordinary Chambers in the Courts of Cambodia (ECCC) for the period 2016 to 2019. The amount will be evenly divided over four years. Sweden is a key financial backer of the ECCC, and it is a member of the Principal Donors Group.

Announcement on the ruling of the Chamber to postpone court hearings until June 2nd

The Chamber postpones court hearings until June 2nd 2016. The Chamber will then hear the testimony of witness 2-TCW-816 for 3 days. KAING Guek Eav alias Duch will be questioned by all parties on the second week of June. 

Former Chairman of S-21 Security Centre to testify in Case 002/02

The Trial Chamber of the Extraordinary Chambers in the Courts of Cambodia (ECCC) is scheduled to hear the testimony of Kaing Guek Eav alias Duch, former Chairman of S-21 Security Centre, from 26 May 2016.  He is called to testify on the fourth trial topic in Case 002/02: Security Centres and Internal Purges and more particularly S-21. Nine days have been allocated to the questioning of this witness.This is the second time Kaing Guek Eav will be appearing as a witness in Case 002 against Nuon Chea and Khieu Samphan.

International Co-Investigating Judge calls for submission of amicus curiae briefs

The international Co-Investigating Judge of the Extraordinary Chambers in the Courts of Cambodia (ECCC) is inviting scholars, academic organizations and any other organization operating in the field of international criminal law to submit written amicus curiae briefs on the issue on whether, under customary international law applicable between 1975 and 1979, an attack by a state or organization against members of its own armed forces may amount to an attack directed against a civilian population for the purpose of Article 5 of the ECCC Law (crimes against humanity).

Trial Chamber will begin hearing evidence on the fourth trial topic in Case 002/02: Security Centres and Internal Purges

On Wednesday, 2 March 2016, the Trial Chamber will begin hearing evidence on the fourth trial topic in Case 002/02: Security Centres and Internal Purges. According to the Closing Order charging NUON Chea and KHIEU Samphan, the Communist Party of Kampuchea (CPK) destroyed Cambodia’s legal and judicial structures and replaced them with a network of security centres and execution sites in order to detain and reeducate or kill those suspected of engaging in hostile activities.

Co-Investigating Judges order the severance of Im Chaem from Case 004

The Co-Investigating Judges have ordered the severance of the proceedings against Im Chaem from Case 004 and the creation of a new case file, 004/01.

Supreme Court Chamber to resume Appeal Hearing in Case 002/01

The Supreme Court Chamber of the Extraordinary Chambers in the Courts of Cambodia (ECCC) has scheduled the resumption of the appeal hearing in Case 002/01 after having adjourned the hearing due to lack of proper legal representation for Nuon Chea, resulting from his International Co-lawyer not attending the Appeal Hearing scheduled on 17-19 November 2015 and his National Co-lawyer leaving the courtroom in spite of the Chamber’s order to remain present.  The Chamber will hear oral submissions on issues raised in the appeals, and the hearing is scheduled for 09:00 – 16:00 on 16, 17 and 1

Victims Support Section of the ECCC secures funds from UN Trust Fund to End Violence against Women

Victims Support Section (VSS) of the ECCC, in cooperation with Transcultural Psychosocial Organization (TPO) will carry out the second-phase of its project entitled “Promoting Gender Equality and Improving Access of Justice for Female and Gender-based Violence (GBV) Survivors of the Khmer Rouge (KR) Regime.” The UNTF/UN Women has provided the VSS/ECCC with a USD 1 million grant to be implemented over the three year duration of the project, commencing January 2016 under the non-judicial measures (NJM) framework of the VSS/ECCC.

ECCC Budget for 2016-2017 Published

Conclusion of judicial investigation against Im Chaem

The judicial investigation against Im Chaem was initiated following receipt of the Third Introductory Submission filed by the International Co-Prosecutor on 9 September 2009. The scope of the investigation was subsequently expanded by Supplementary Submissions filed by the International Co-Prosecutor on 18 July 2011, 24 April 2014, 5 August 2015, and 20 November 2015.
