Judge PEN Pichsaly is a Reserve Judge in the Pre-Trial Chamber. He has been a judge since 2001 and an official in the Ministry of Justice, Director-General of Technical General Directorate. 

1987-1993:Bachelor of Arts in Law, Russian Peoples’ Friendship University in Moscow, Russia.

1993-1995:Master of International Laws, Russian Peoples’ Friendship University, in Moscow, Russia.

1997-1998:Cerficate of English Study, Magill English Language Collage, Gosford, N.S.W., Australia.

1999-2002:Master of Laws (Polical Science and Public Law), Nagoya University, Japan.

In addition to Khmer, he speaks English and Russian and some Japanese.
