Mr. Knut Rosandhaug

Mr. Knut Rosandhaug (Norway) is Deputy Director of the Office of Administration and Coordinator for United Nations Assistance to the Khmer Rouge Trials.

He has more than 20 years of progressive experience in the areas of policy-making, negotiations, programme management, and law with a legal focus on human rights and conflict resolution.

Mr. Rosandhaug commenced employment in a banking institution, where he worked in finance services for three years. In 1985, he joined the Norwegian Armed Forces as an Investigator. Then from 1987 to 1994 he worked as a Security Specialist, during which time he began to pursue academic studies in the field of Law.

In 1996, immediately upon obtaining his law degree at the University of Bergen in Norway, he worked as an Assistant Law Professor until 1999. During the period from 1998 to 2000, he took a sabbatical to serve in the North Atlantic Treaty Organization (NATO) as a Legal Officer under the Norwegian Defense Command.

In 2000, Mr. Rosandhaug embarked on a career within the United Nations (UN) system in the capacity of Legal Officer at the UN Human Settlements Programme (UN- HABITAT) stationed in Kosovo, where his duties expanded from purely legal matters to include administration and operational management.

From 2003 to 2004 he became a Regional Coordinator in Belgrade, for an Intergovernmental Organization, The Stability Pact for South-Eastern Europe. He then re-joined the UN system as a Director at the UN Mission in Kosovo (UNMIK).

In Mr. Rosandhaug's most recent posting with UNMIK, he was responsible for coordination of all legal, administrative, and operational activities for the Kosovo Property Agency and the Kosovo Property Claims Commission, adjudicating conflict related disputes.

Australia pledges additional AUD 3,250,000

The Government of Australia has made a new pledge of AUD 3,250,000 to the international component of the Extraordinary Chambers in the Courts of Cambodia (ECCC). With this new pledge, the Government of Australia has provided financial assistance exceeding AUD 29 million. Australia is the second largest donor to the ECCC, and it has supported the Court since its inception.

L’UNION EUROPÉENNE S’ENGAGE À VERSER 8,9 MILLIONS D’EUROS AUX CETC

L’Union européenne s’est engagée à verser une nouvelle contribution de 8,9 millions d’euros aux Chambres extraordinaires au sein des tribunaux cambodgiens (CETC) pour l’année 2015 et l’année 2016. Pour l’année 2015, l’Union européenne donnera 2 millions d’euros à la composante nationale des CETC et 3,5 millions d’euros à la composante internationale des CETC.

សហភាពអឺរ៉ុបបានសម្រេចផ្តល់ជំនួយថវិកាថ្មីចំនួន ៨,៩ លានអឺរ៉ូ ជូនដល់អង្គជំនុំជម្រះវិសាមញ្ញក្នុងតុលាការកម្ពុជា (អ.វ.ត.ក) សម្រាប់គម្រោងថវិកាឆ្នាំ ២០១៥ និង ២០១៦។ សម្រាប់ឆ្នាំ ២០១៥នេះ សហភាពអឺរ៉ុប ផ្តល់វិភាគទានចំនួន ២ លានអឺរ៉ូ ដល់ភាគីជាតិ និងចំនួន ៣,៥ លានអឺរ៉ូដល់ភាគីអន្តរជាតិនៃអ.វ.ត.ក។    ការបែងចែកថវិកានៅសល់ចំនួន ៣,៤ លានអឺរ៉ូ នឹងត្រូវសម្រេច នៅឆ្នាំ ២០១៦។ សហភាពអឺរ៉ុបជាម្ចាស់ជំនួយធំមួយក្នុងចំណោមម្ចាស់ជំនួយធំៗរបស់ អ.វ.ត.ក ហើយជាមួយនឹងវិភាគទានថ្មីនេះ សហភាពអឺរ៉ុបបានផ្តល់ជំនួយថវិកាសរុបចំនួន ១៦,២ លានអឺរ៉ូ ចាប់តាំងពី អ.វ.ត.ក ដំណើរការនៅឆ្នាំ ២០០៦ រហូតមកដល់ពេលនេះ។

EU pledges 8.9 million EURO

The European Union (EU) has made a new pledge of EUR 8.9 million to the Extraordinary Chambers in the Courts of Cambodia (ECCC) for 2015 and 2016. In 2015, the EU will contribute EUR 2 million to the national component and EUR 3.5 million to the international component of the ECCC.The breakdown of remaining EUR 3.4 million will be decided in 2016. The EU is one of the largest donors to the ECCC, having so far contributed a total of EUR 16.2 million since the Court’s inception in 2006.   

Revised budget for 2014-2015 published

The revised budget for the Extraordinary Chambers in the Courts of Cambodia (ECCC) for the period 2014-2015 has been approved, and is now available on the ECCC website. The revised budget for the year 2015 totals US$33.8 million, of which US$27.1 million is for the international component and US$6.7 million is for the national component. The budget for 2014 was revised on the basis of expenditures of US$27.8 million, of which US$ 21.7 million were  expenditures incurred by the international component and expenditures of US$ 6.1 million by the national component.

Japan makes US$1.39 million contribution

The Government of Japan has made a new contribution of US$1,385,567 to the international component of the Extraordinary Chambers in the Courts of Cambodia (ECCC).  Japan is the largest donor to the ECCC, and with this recent contribution, Japan has provided final assistance exceeding of US$82 million, representing approximately 36 per cent of the total contributions to the court.

រដ្ឋាភិបាលស៊ុយអែតបានប្រកាសផ្តល់វិភាគទានថ្មីមួយទៀតចំនួន ៣០ លានក្រូណា (ប្រហាក់ប្រហែល ៤,៥ លានដុល្លារសហរដ្ឋអាម៉េរិក) ដល់ភាគីអន្តរជាតិនៃអង្គជំនុំជម្រះវិសាមញ្ញក្នុងតុលាការកម្ពុជា (អ.វ.ត.ក) សម្រាប់ឆ្នាំ ២០១៤ និង២០១៥។ ជាមួយការផ្តល់វិភាគទានថ្មីនេះ ប្រទេសស៊ុយអែត បានផ្តល់ជំនួយហិរញ្ញវត្ថុដល់ អ.វ.ត.ក ចំនួនជាង ១០ លានដុល្លារសហរដ្ឋអាម៉េរិក។ ស៊ុយអែតគឺជាប្រទេសម្ចាស់ជំនួយដ៏សំខាន់មួយរបស់ អ.វ.ត.ក ហើយក៏ជាសមាជិកមួយក្នុងចំណោមក្រុមប្រទេសផ្តល់ជំនួយសំខាន់ៗ ដល់ អ.វ.ត.កដែរ។

Sweden announces new contribution of SEK 30 million

The Government of Sweden has announced that it will make a new contribution of SEK 30 million (approximately US$4.5 million) to the international component of the Extraordinary Chambers in the Courts of Cambodia (ECCC) for 2014-2015.With the new contribution, Sweden’s financial assistance to the ECCC will exceed US$10 million. Sweden is a key financial backer of the ECCC and is a member of the Principal Donors Group.

Norway makes a new pledge of NOK 6 million

The Government of Norway has announced a new pledge of NOK 6 million (approximately US$ 1 million) to the ECCC.  With this latest pledge, the financial assistance provided by Norway to the ECCC exceeds US$ 7 million, and the country has supported the court since its inception.“On behalf the ECCC, we would like to express our sincere appreciation for the generous and continuous support offered by the Government of Norway”, said Acting Director of the Office of Administration HE  KRANH Tony and Deputy Director Knut Rosandhaug in a statement.

State of Qatar contributes US$ 20,000 to ECCC

The State of Qatar has announced a contribution of US$ 20,000 to the national side of the Extraordinary Chambers in the Court of Cambodia (ECCC). In a letter announcing the new contribution, the Permanent Mission of the State of Qatar to the United Nations expressed that the contribution is made in  response to the appeal made by the United Nations Secretary-General Ban Ki-moon to all member States to come forwards urgently with pledges of financial support to the ECCC.

Australia offers new pledge of AU$ 3.25 million

The Government of Australia has made a new pledge for AU$ 3.25 million to the international component of the Extraordinary Chambers in the Courts of Cambodia (ECCC). Australian Minister for Foreign Affairs, Senator Bob Carr announced the new pledge on 18 June 2013. "The ECCC hearings play a vital role in delivering justice for the Cambodian people, who endured unspeakable suffering at the hands of the Khmer Rouge”, Senator Carr said in an official statement.

The Government of the Norway has pledged a new contribution of NOK 6,000,000 (approximately US$ 1 million) to the international component of the Extraordinary Chambers in the Courts of Cambodia (ECCC).“We would like to express our sincere gratitude for the Government of Norway’s decision to continue to support the ECCC with another generous financial contribution”, Acting Director of the Office of Administration HE KRANH Tony and Deputy Director Knut Rosandhaug said in a statement.

United Kingdom announces new pledge of £ 1,400,000

The Government of the United Kingdom has made a pledge for a new contribution of  £ 1,400,000 (approximately US$ 2.2 million) to the international component of the Extraordinary Chambers in the Courts of Cambodia  (ECCC).

LE JAPON DONNE 2,5 MILLIONS DE DOLLARS DES ÉTATS-UNIS AUX CETC

Le 17 janvier 2013, l'ambassade du Japon à Phnom Penh a annoncé que le gouvernement du Japon allait donner 2,5 millions de dollars des États-Unis à la composante internationale des Chambres extraordinaires au sein des tribunaux cambodgiens. Le Japon, qui a donné au total 78,7 millions de dollars des États-Unis (62,6 millions au côté international et 16,1 millions au côté national) est le principal pays donateur depuis la création des CETC en 2006.

Japan contributes US$ 2.5 million to ECCC budget

The Japanese Embassy in Phnom Penh, on 17 January 2013, announced a contribution of US $ 2.5 million from the Government of Japan to the international side of the Extraordinary Chambers in the Courts of Cambodia.Japan is the largest donor to the ECCC having contributed a total of US$78.7 million (US$62.6 million to the international and US$16.1 million to the national side) since the start of the court in 2006. It represents about 44 percent of the entire donor contributions to the ECCC’s budget.
