Mr. Richard Rogers (Foreign Co-Lawyer)

Mr. Richard Rogers (Foreign Co-Lawyer) is a qualified lawyer in California, England and Wales, as well as Cambodia. He has held senior positions in the UN and the OSCE dealing with war crimes, human rights and legal development. He was the OSCE’s Chief legal system monitor in post-conflict Kosovo, the Chief of the Defence Support Section at the ECCC, and the head of legal support for the Appeals Chamber at the International Criminal Tribunal for the former Yugoslavia. Richard’s recent clients include: the UK Foreign and Commonwealth Office; the Transitional Government of Tamil Eelam; the Libyan Ministry of Justice; the National Movement for the Liberation of Azawad; the Foreign Minister of Bangladesh; the President of the Burundi opposition political party (MSD); and a group of Cambodian victims who lodged a case before the International Criminal Court. Richard has testified before the US Congress House Committee on Foreign Affairs, and spoken to human rights issues before European Parliamentary committees and the Parliament of Bosnia and Herzegovina. He has been engaged by the Registrar of the International Criminal Court to advise on the legal aid system for defence and victim’s teams.
