48 Delegations from Council of Jurists of Office of the Council of Minister Visit to ECCC Resource Centre

On 25 April 2024, 48 delegations from council of jurists of the Office of the Council of Minister visited ECCC resource center to learn about the ECCC achievements, legacies, and residual functions.

His Excellency Tony Kranh, Secretary of State of the Office of the Council of Ministers and Acting Director of Administration of the ECCC welcoming and informing the delegation that upon the completion of proceedings in 2022 on the trial of crimes committed during the Khmer Rouge regime from 1975 to 1979, the Royal Government of Cambodia and the United Nations  continue to carry out residual functions for an initial period 3 years from 2023 to 2025.

“The residual functions including maintain, preserve and manage ECCC archives, declassification of documents and materials, protection of victims and witnesses, supervise the enforcement of sentences, monitor the enforcement of reparations awarded to Civil Parties, and disseminate to the public regarding the ECCC.” Said H.E. Tony

He further added “The ECCC resource center, constructed in 2023 and official inaugurated in early 2024, contains 6 components: a library and research hub, a new website which is being updated and upgraded in an innovative way, a digital and hard copy archive in line with international standards, a multi-purpose venue for organizing workshops and moot courts, a consultation and exhibition venue, and a remembrance and reflection space.”

“I hope this visit will be beneficial to all delegations especially understandings on different sections of the ECCC and use this opportunity to cooperate in the future to contribute to the development of the Kingdom of Cambodia.” H.E. added.

His Excellency Dr. Sea Mao, Vice President, and Secretary General of the Council of Jurists expressed his gratitude and appreciation to the ECCC management to organize such an important visit for his delegations and other units under the Office of the Council of Ministers to learn achievements, legacies of the ECCC and the residual functions for the initiative three years period.

“I do hope that the ECCC is disseminating broadly the achievements, heritage and history of the Khmer Rouge to the public, especially the younger generation, and encourage widespread intergenerational discussions throughout the country to prevent the recurrent of such brutal regime." Said H.E. Dr. Sea Mao. He further added, "For the near future, I hope that the Council of Jurists will be able set up training programs on laws, philosophy, politics and administration that can engage and sharing experience with the ECCC in line with the Pentagon strategy, the first phase of the Royal Government, the seventh legislature of the National Assembly.”

The visit proceeded with a presentation delivered by H.E. Thaung Socheat, the Senior Management Officer of the ECCC, focusing on the achievements, legacies, and work related to the ECCC during its residual mandate. Following this, H.E. Pich Ang, the National Lead Co-Lawyers for Civil Parties of the Case 002, provided an additional presentation outlining an overview of the participation of Civil Parties during the trials. Additionally, the ECCC management conducted a comprehensive tour for the diplomats, showcasing various facilities within the premises. This included visits to the multipurpose room, the library, and archives repository, as well as the mobile resource centre (the bus).

Following completion of its judicial proceedings, the ECCC commenced residual functions in January 2023 for an initial period of three years in accordance with the addendum between the Royal Government of Cambodia and the United Nations. The ECCC established its Resource Centre and officially inaugurated on the 27 September 2023 presided over by H.E. Vongsey Vissoth, Standing Deputy Prime Minister, Minister in Charge of the Council of Ministers, and Chair of the Royal Government Task Force on the implementation of the ECCC Residual Functions.

The Resource Centre consists of six components: (1) a library and research hub, (2) a new website which is being updated and upgraded in an innovative way, (3) a digital and hard copy archive in line with international standards, (4) a multi-purpose venue for organizing workshops and moot courts, (5) a consultation and exhibition venue, and (6) a remembrance and reflection space.
