ECCC and EBC sign MoU for Educational and Digital Content Production

Phnom Penh, Cambodia – The Extraordinary Chambers in the Courts of Cambodia (ECCC) today signed a Memorandum of Understanding (MoU) with Educational Broadcasting Cambodia (EBC) regarding mutual cooperation on the creation and dissemination of educational content to the public.

H.E. Tony Kranh, Acting Director of Administration of the ECCC said, “the signed MoU constitutes the implementation of residual functions, and is a crucial part of the ECCC’s information dissemination mandate, serving to educate the public and raise awareness about the achievements and legacy of the ECCC”. “The video series produced in collaboration with EBC will be developed from documents, records and archives of the ECCC, which highlight a wide range of topics related to the trials and investigations over 16 years. The videos will be an integral part of efforts to inform younger generations about the importance of criminal accountability in Cambodia, and their contributions to peace and national reconciliation,” he added.

H.E. Sok Puthyvuth, Secretary of State of the Ministry of Posts and Telecommunications said, “the signing of the MoU today will promote cooperation and the implementation of joint projects, focusing on production of digital content and video documentary and its dissemination work related to the trial process of former senior Khmer Rouge leaders, as well as to promote the value of the court’s establishment, which has provided justice to victims, both those who lost their lives and those who are still alive today". "The digital content production and its outreach work will enable the younger generation to know the truth about what happened under the Khmer Rouge regime," he added.

Part of thisvideo production will focus on memorializing victims’ statements made during trial hearings, styled as “My Story”. Under the MoU, the ECCC will provide inputs and information including scriptwriting in the initial stage of production, while the EBC is responsible for the final stages including filming, editing, distribution and promotion.

  • The Extraordinary Chambers in the Courts of Cambodia (ECCC) are a domestic judicial institution established in accordance with Cambodian law. The ECCC has jurisdiction to bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom that were committed during the period from 17 April 1975 to 6 January 1979. Following completion of its judicial proceedings, the ECCC commenced residual functions in January 2023 for an initial period of three years in accordance with the Addendum to the UN-RGC Agreement concerning the ECCC. During this time, the ECCC is, among other functions, disseminate information to the public and ensure its archives are as broadly accessible as possible.
  • The Educational Broadcasting Cambodia (EBC) is the first educational broadcasting institution in Cambodia. EBC is supported by the Ministry of Posts and Telecommunications, the Ministry of Education, Youth and Sports, the Ministry of Economy and Finance and the Ministry of Information with technical support from the Educational Broadcasting System (EBS) and financial assistance from the Ministry of Science and ICT (MSIT) of the Republic of Korea.
